The Doctoral Program in Administrative Sciences, Faculty of Social and Political Sciences (FISIP), University of Jember (UNEJ), held a three-day intensive workshop from May 4 to 6, 2026, at the FISIP International Room. The doctoral program, which offers concentrations in business and public administration, focused on the agenda “Restructuring Courses for the Doctoral Program in Administrative Sciences.”

This initiative aimed to align the curriculum with Rector’s Regulation Number 3 of 2026. The workshop successfully reached an agreement to reduce the program’s academic workload from 88 credits to 49 credits by introducing more adaptive courses. Furthermore, the workshop aimed to strengthen the academic and practical relevance of doctoral graduates in addressing increasingly complex modern challenges.

The first session was opened by Dr. Lina Miftahul Jannah, S.Sos, M.Si, who presented a paper titled “Reorientation of the Doctoral Program in Administrative Sciences Based on Governance and Evidence-Based Policy.” In her presentation, she emphasized the importance of strengthening data-driven policy methodologies to enable doctoral graduates to formulate scientific and accountable public governance. This approach is expected to serve as the main foundation for designing a new course structure that prioritizes data integrity and in-depth policy analysis.

In the following session, Dr. R. Anang Muftiadi, S.E., M.Si, provided a strategic perspective through his presentation, “Reorientation of the Doctoral Program in Administrative Sciences in Facing Digital Transformation and Global Disruption through Adaptive Strategies.” He underlined that the doctoral curriculum must not be rigid; instead, it must possess high flexibility to respond to disruptive technological changes. Implementing adaptive strategies within the curriculum is key to ensuring that future doctoral candidates are capable of leading amidst the global uncertainty driven by the digital revolution.

Human resources and bureaucratic aspects were the main highlights in the presentation by Dr. Drs. Edy Budi Susilo, M.Si., titled “The Quality of Apparatus Human Resources Needed in Bureaucratic Transformation and Digitalization of Public Services.” He explained that the restructuring of courses must accurately capture real-world needs, particularly regarding digital leadership competencies for state apparatus. Bureaucratic transformation can only succeed if supported by graduates who possess a comprehensive understanding of the digitalized public service ecosystem.

Closing the series of expert presentations, Dr. Iryono, SP., MP., delivered a material titled “Competency Challenges of Business Administration Graduates in Realizing Glocalization-Based Innovation and Entrepreneurship.” He emphasized that, alongside public administration, the business administration sector must balance local values with global standards (glocalization). With the proper integration of innovation and entrepreneurship into the new curriculum, graduates of the Doctoral Program in Administrative Sciences are expected to hold international competitiveness while remaining rooted in the unique potential of local regions.
